邓白氏编码申请不下来

想申请一个企业账号，申请过程中需要D-U-N-S Number 也就是邓白氏编码，提交申请资料后一直审核不通过，也没说什么原因，就让我重新提交或者联系苹果客服，想知道各位大神怎么申请下来的？

网上说提供邓白氏编码的D&B公司在国内是收费的，而外国不用，是真的么》？
