iCloud账户无法添加手机号，且以该手机号登录apple id显示“此账户已锁定：此账户已锁定，无法使用。”

我在iPhone上为我的国区Apple ID添加曾在本账号曾删除的+86手机号（该号码一直是本账号双重验证受信任的电话号码），显示：

Cannot Verify Phone Number

This phone number is not available. Choose a different number.

该手机号可用于本账号Imessage和FaceTime，在iPhone设置中显示：

This Phone Number Cannot Be Used To Sign In

+86 xxx（我的手机号） is being used for iMessage and FaceTime. It is unavailable for sign-in because it's already in use with another account. If you want to remove this phone number, turn off iMessage and FaceTime on it first.

注意到“already in use with another account”，故在iPhone端关闭Imessage和FaceTime后重新添加手机号，显示

Cannot Verify Phone Number

This phone number is not available. Choose a different number.

又试图在Windows端以该手机号登录apple id，显示：

此账户已锁定

此账户已锁定，无法使用。

确定

但实际上该手机号并未用于其他Apple ID登录选项。请问这种情况如何处理，才能重新将该手机号绑定之我的Apple ID中？
