After Factory Reset, iPad mini 2 Has No App Store, Camera, or Safari — Can't Download Anything, Need Help!

Hi everyone, I found an old iPad mini 2 (Wi-Fi version) at home, with the official model code ME279CH/A. When I turned it on, I found that it was already in a factory-reset state — all data was wiped, and the Apple ID had been signed out. But the problem is:

1. App Store is missing — There's no App Store icon on the home screen.

2. Camera app is gone too — The Camera app has disappeared as well.

3. Safari can't open any web pages — Every time I open Safari and try to visit a webpage, it says "Safari cannot open the page because the address is invalid."

4. Can't download any apps — Since Safari can't open web pages and there's no App Store, I have no way to download any applications.

What's worse, not being able to download anything means I can't install any file-transfer apps that would let me move files or apps between devices. So it's a deadlock — no tools → can't download apps → can't get tools.

Also, the iPad is running iOS 10.3.2. I've searched everywhere online but can't find any software installation packages (IPA files) compatible with this version. If I could find IPA files, I could transfer them to the iPad via USB from a computer and install them. But the problem is I only have an Android device — no Apple computer, and no Windows computer readily available for using iTunes.

What I've already tried:

· Checked "Settings → General → Restrictions" — no apps are restricted.

· Restarted the device — the problem persists.

My questions:

1. Why did system apps like App Store and Camera disappear after a factory reset? Is this normal?

2. With only an Android device, is there any way to reinstall the App Store or install IPA files?

3. If I must use a computer, can I use a Windows PC to transfer IPA files to the iPad via USB and install them? How exactly?

4. Can this iPad still be saved and used normally, or is it beyond repair?

The iPad was enrolled in MDM (mobile device management / supervision mode) before reset. The management profile persists after factory reset, hiding App Store, Camera and other built‑in apps remotely. Expired root certificates on old iOS 10.3.2 cause Safari unable to access modern HTTPS websites. iPad mini 2 cannot upgrade past iOS10.3.2 due to hardware limits.

Steps to resolve:

1. Check supervision status: Go to Settings. If a message showing "This iPad is managed by..." appears at the top, it is an MDM supervised device. You cannot remove supervision or restore hidden system apps only with the iPad or Android phone; a computer is required for full firmware restore.

2. Repair with Windows PC: Install iTunes on Windows, connect the iPad via USB cable and perform a full restore to flash iOS10.3.2 firmware. Important note: Reflashing will NOT remove original MDM supervision lock. If supervised, the restrictions will still apply after flashing.

3. Safari limitation: The outdated iOS10 root certificate cannot load most modern HTTPS websites. Only old plain HTTP pages may work.

4. IPA installation note: It is impossible to install IPA files directly using only an Android device. Sideloading IPA on Windows also requires Apple developer signing, which regular users cannot do simply via USB.

• A normal non‑supervised iPad will never

lose App Store and Camera after factory reset, so this behaviour is not expected.

• For MDM locked devices, hidden apps stay restricted unless the admin removes the supervision profile.

• iPad mini 2 hardware is obsolete. Even if fully repaired, very few modern apps support iOS10.
