Unable to Purchase ChatGPT Plus Subscription

I am trying to subscribe to ChatGPT Plus on my iPhone using my Apple ID. The subscription price is $19. My Apple ID account has a balance of $22, which should be sufficient.

However, when I attempt to make the purchase, I receive the error message:

"Your purchase could not be completed. Please contact iTunes Support."

I have already:
